The Chinese government has stated that it is officially expanding Shanghai’s Free-Trade Zone (FTZ) to incorporate the Lingang area, that hosts the website of Tesla’s Gigafactory 3. The update comes under a set of new tax incentives and import duty exemptions, and that are rolled out amid China’s continued trade tensions with the United States.

The strategy to expand the FTZ was shown by the State Council, China’s cabinet, in a statement on Tuesday. The addition of the Lingang area, which is around precisely exactly the identical size as the Hong Kong special administrative area, will roughly double the magnitude of the Free Trade Zone.

China’s vice-commerce Union Wang Shouwen, who is among the nation ’s delegation in its own trade talks with Washington, highlighted Beijing’s dedication to the expansion of the FTZ. “The expansion of the Shanghai FTZ is also an essential thing to demonstrate China’s clear stand for all round opening up from the new era and its active role in directing the healthful evolution of financial globalization,” Wang said.

With trade tensions with the United States hitting 13 months to date, Wang noted that Beijing would not be afraid to open its markets further, irrespective of improvements in China’s trade ties with other nations. Speaking about these improvements into the South China Morning Post, Shanghai vice-mayor Chen Yin noticed that duties would also be postponed, or on occasion, not collected, on certain products which are shipped throughout the new Lingang region.

“Goods from overseas entering the fenced customs areas of the new area will be under bonded or tax exemptions,” Chen said.

The formal addition of the Lingang region to Shanghai’s Free Trade Zone was anticipated for a while, particularly after Chinese President Xi Jinping stated last November that the FTZ will be enlarged as a means for the country to deepen economic reforms and open its economy. Cao Hua, a spouse at Unity Asset Management, a private equity firm, explained this in a statement.

“It is a huge region which could accommodate mega-manufacturing projects, commercial complexes, and entertainment centers. The announcement about its addition in the FTZ isn’t a surprise, however, it boils down to whether land funds and financial capital is going to be utilized efficiently to flip Lingang to a boomtown,” Cao mentioned.

The proper addition of the Lingang area bodes well for Tesla, whose electric vehicle manufacturing centre is nearing conclusion. The advancement of Gigafactory 3’s construction has been fast, with local press reports saying the trial Model 3 generation runs could commence as early as September, ramping into some manufacturing speed of 3,000 vehicles each week after operations are fully recovered.
